Maybe heavily modded Skyrim where he can cause as much chaos as he wants? --- It's tempting to linger in this moment, while every possibility still exists. But he's a maniacal antagonist trying to do things to save the world regardless of the costs, so something with a well-meaning but possibly slightly unhinged villain.
