Hmm, yeah. I bet the CPU is too old too. It's an overclocked i7 that was released before. This is literally the first game I can't play on any settings if that's the case. Unfortuanely, I can't upgrade that because I would need a new motherboard (+ram). I think changing the motherboard might invalidate my OEM license because it's considered a new computer.

The only other thing I can think of was that I didn't do a clean install when upgrading Windows or it's a driver problem. When I first launched ER, it was stuck in 800x450 resolution and a few other games that worked previously wouldn't do borderless fullscreen. Someone was kind enough to help me out on the forums and I discovered changing the hz to 59 and back to 60 fixed that problem.
an i7 what? ddr4 ram?

Yeah this well documented issue that exists for everyone on PC is actually a hoax because you're blind! makes perfect sense
I wonder what other things you can fix with your blindness superpower!

the micro stuttering issues are pretty well documented zang, go look at its entry on pcgamingwiki

it comes down to poor background loading, shader management issues, and for some the xbox game pass playing poor with controllers existing on your computer + the game not handling well rapid dismounting/remounting of controllers. not pcs being underpowered

They obviously fixed the worst of the stuttering issues as this game was nearly unplayable for most people on launch. When I played it I didn't notice any stuttering, and I always notice that shit. So either this doesn't affect everyone like some people are claiming, or the stuttering is so minor and infrequent that it's a total non-issue.

being widespread doesnt mean it affects everyone

i think its fair to say the current elden ring widespread PC issues are still problems based on recent reviews

honestly ive played games on dated hardware so long i'm pretty sure i'd ignore most issues people originally had with this game. but i don't think it's great to say "my experience was immaculate, problems don't exist, get a better graphics card lole" when there are optimization issues many have witnessed

It's very likely you're in a similar boat as zang in that you just don't notice them but they're quite frequent. Watching some videos it looks like if you have a 4080+13900k they aren't THAT bad but anything videos of anything less still have a lot of noticable stuttering
