Say minimum wage is $16.50/hr, and minimum cash wage is $5.35/hr. This means the employer is required to pay, at most, $16.50/hr to the employee and at least $5.35/hr, right? For example, if its a really slow day and the waiter worked 8 hours, but only got $50 in tips, $16.50*8-$50=employer pays employee $82 and employee got paid a total of $132. But if its a really busy day and waiter worked 8 hours and got $800 in tips (5 tables an hour, $100 average bill per table, 20% tip per bill), employer just pays $5.35*8=$42.80 thus employee got $842.80 for the day.
