It's reported by others. It says there are restrictions to who can report on it, but the article doesn't really go into specifics on it. It just gives an example that children can report their unmarried parents.

idk what's the equivalent in the US laws, but this new law only applies when someone complained/filed a report.
like when a parent found out that their daughter fucked a boy without their permission, they can report him.

so if there's no complaints, there will be no arrest.
it should be a useless typically people won't care about what others do, but obviously some people are petty enough for it.
