Have you tried thinking rationally?

Mostly used out of combat. Ability to create unique items that buff the party in various ways (much stronger than normal party members cooking. Maybe the ability to infuse things like health potions to make super foods).

Food items used in battle would be much more effective and give more buffs. (maybe some bonus skills like not consuming a food item when using it in battle)

Poison attacks against enemies (use rotten food on enemy targets. Apply levels of poison or other debuffs)

Attacks with pots and pans, Chef knives, spatulas, maybe even a cheese grater.

Special skill would thrown an enemy in a pot and stir them up.

Passive Skill that causes enemies to drop random food items that can be cooked out of battle.

Even Quina remarks on how they are useless and nobody likes them in FF9

There's an isekai where guy uses his chef class skills to know where vital points are and stuff. Basically, they're carving/breaking down skills. So he'll like expertly cut out a liver and kill big monsters instead of just hacking away

I don't believe in belts. There should be no ranking system for toughness.
