Would you pay a lower tax rate if the information was public?

In this hypothetical, the government would provide an option to reduce your applicable tax rate for all income by 3%. Thus, income previously taxed at 12% would be taxed at 9%, income previously taxed at 37% would be taxed at 34%, etc. Income taxed at 0% because you have a deduction would be taxed at -3%, meaning the government will pay you. However, to qualify for this option, you would need to agree to have your name, photo, town/city of residence, and total tax savings under this plan (current and lifetime cumulative) placed on a public website showing all people who opt in to this plan.
