they probably want him to get our of the car, but maybe he cant open the door from the inside or something due to door error and/or inability to do anything inside the cab because it's filled with poison air

They don't try that because they don't know if the person is armed. It's why they usually have the suspect get out, put their hands up and the slowly back away from their vehicle. Because if they rush the car and he grabs a gun, he can shoot them before they fully react.

balloons are often used to huff nitrous. they keep saying he's "under the influence", but helium doesn't get you high.
