NRS simply was kind of bad at designing female characters at that time. The females in MK9 look pretty rough as well from what I remember. They got alot better starting from MK10 onward.

Again there's nothing wrong with this interpretation of Wonder Woman. She's attractive, just not Playboy. Which is actually in-line with other game versions of Wonder Woman. As for western devs, they're more concerned with designing women around their characters and world than fanservice.
