I've personally not noticed this sort of problem, honestly. If the DLC is really "heavy" enough, it's probably out there somewhere. If it's not, it was probably garbage DLC anyway. There's like eighty gazillion ways of accessing Dragon Quest 9's DLC following the shutdown of its online server, for instance.
