The problem as it's portrayed in the game is that due to the significant investment of money, manpower, and resources into the region if the NCR fails to hold the region it could very well collapse their entire government. Legion was actually quite interesting, was always surprised by how well Caesar was able to convey his reasoning behind his motives or his choice to model the Legion on Imperial Rome. Easy to disagree with everything Caesar sets out to do, but his reasoning is easy to understand I thought it he was a byproduct of good writing, even if I disagree with him by default. Having him call out the NCR's issues, many of which mirror that of pre-war establishments as well as all of the issues that game into play after Tandi was no longer in charge was a nice touch. I think he makes for an interesting and compelling villain.
