I always found it strange how both sets of clothing can vary so drastically in appropriateness. We have pool parties every once in a while at work and coworkers will show up in bikinis, which is quite the extreme opposite from the work attire I'm used to seeing. If they show up in underwear they would be dealing with HR but because it's a swimsuit it's fine, even though they both cover just as much.

The appropriateness comes from personal perspective and culture.

Underwear is a very personal thing with many connotations, while a bikini is meant to be shown off and is perfectly fine. It being a fashion statement makes it more like an outfit (with intended use at that) than something like Underwear that's meant to be very personal and is psychologically a lot closer to someone

While not exactly the same, pro wrestler Randy Orton once commented on a podcast how he thinks it is weird that he goes out and wrestles in essentially a speedo in front of thousands of people and he doesnt bat an eye at it, but hes been self conscious about going to the beach and wearing a traditional swimsuit, which is much less revealing.

Its just a matter of familiarity and the situation.

I mean it's sort of a bidirectional thing. If you told your coworker to strip down to their underwear at work with "come on, I see just as much at our pool parties" they would (likely) be far less comfortable. So it's an external difference and internal one.
