All matter reflects light. That you can see at all is because there is a light source for matter to reflect photons. Here, there is a angle of reflection that allows the mirror surface to reflect the light of the charger plug, even though it's behind the paper. Because in fact, a mirror isn't a static camera outputting what it can see ONTO a surface.
