Fixing an issue for a tiny percentage of the population and paying small lip-service to a problem while not addressing the factors that got us here is kind of bare minimum in my eyes. Don't get me wrong, I don't think any of this makes him an actual terrible person, but it's very much a classical "liberal" solution of providing a band-aid while not doing much to fix the issue long-term and on a larger scale.
