Depends on what you mean by that.

Like if you mean "rich people."

Sure some of it can be envy, you'll find different types of people in anything....

That being said, there are legit and reasonable reasons to call certain such people out.

Yeah this.

There are rich people who got where they are mostly on merit, but theyre rare.

Usually when the "over achieving" part starts to inconvenience others and create unnecessary workload that serves no purpose other than to bolster the achiever's own ego. >_>

Though it's been ages since I've ever been in a position where that would've been a problem so idk

I've never met an overachiever who's overachieving didn't rope me into doing unnecessary work I didn't want to do

You can dislike them because they waste your time trying to make you keep up with their level of performance, or succeed at making you do more work than necessary.

You can dislike them because they consider themselves superior because they work harder.

You can dislike them because your employer starts to use their performance as a baseline that every employee be measured against when determining rewards making every employee worse off than before.

You can dislike them because they changed the culture that existed before they showed up.

I doubt many people really envy people who exhaust themselves unnecessarily.

Is there any other time in a modern democracy where large numbers of citizens complained that their government wasn't enough like a tyrannical dictatorship?

Only when they project their standards of work ethic onto me

Back when I was doing factory work there were always people who thought they were better than me for doing more, even when we were shoulder to shoulder making the same $/hr

I think envy can exist when the bosses start favoring that employee.

Or hate when they feel that person makes others look bad.
