It's not the worst, but it's somewhat forgettable in that it kind of blends in with 5 too much.

For me, it's the worst because:

((BIG FRANCHISE SPOILERS))

It nullifies Nancy's heroic sacrifice in the previous movie. They kill off the memorable and likable cast of the third movie and replace them with a bland cast. Amber, Ashley, Amanda, whatever she's called, she has no personality. She kinda develops one in the fifth movie when she's concerned about her baby, but she's still no replacement for Nancy.
