This is a product of poorly designed institutions. Virtually nothing can pass our federal government through ordinary means, making carveouts like reconciliation or the urgency of the self-imposed debt ceiling the only opportunities for legislation. Things that in a functional government might be voted upon and passed separately have to be lumped in under one bill or they'd just never happen.

This particular instance is a crude weaponization of that process and unlikely to affect the final outcome, but

And as I don't see anything as pornographic, porn doesn't exist.
