And yes, it seems to include what that implies.... I've heard cops are trying to cover this up. The victim reported what his mom did to him while cops and a social worker were in the room. Cops deny he said what he said. Social worker ended up going public to dispute the cop story The victim's deceased dad was a cop, and its believed the PD is trying to cover things up to protect the dead cop's legacy.
