I think they don't own the rights to a solo movie for him, so the best they can do is team ups.

Even though Disney owns the character rights, they don't own the distribution rights. Universal still does. And since Disney has a contract with Paramount for film distribution they can't make a solo film, but can use the character in anything else.

Marvel actually has had the rights to make a Hulk movie but not to distribute it. Universal held those rights. The deal for distribution rights lasts 15 years and since the last film was 2008, the rights are now back at Marvel completely.

And this. Essentially to make a Hulk movie, they would need to split the revenue which is just not worth it.
