Depends on the state. CA and IIRC 7 other Western states do.

CA even gives you a postpaid return envelope.

Hard to sign off on a bill that doesn't even make it to his desk. A president can only sign bills, they can't create them.

Unfortunately, the Constitution specifically gives states the power to regulate "time, method and manner" of elections.

In most cases they've only ever abused that power but it's specifically a state power.

That's actually iffy. When it comes to federal elections, Congress can set a standard for voting. They can't tell a state how to do a local election, or not to gerrymander local affairs, but when it becomes federal, they absolutely can.

They did. You need 60 Senators on board. 0 Republicans supported the measure. I think even Manchin scoffed at it too.

Mail in ballots are a state issue. So long as the state does not do anything with ballots that's otherwise forbidden by the Constitution (most notably the 14th Amendment's "equal protection" clause), they can do the type of thing you're talking about.

Unless there's a legally determined failure to follow Constitutional procedure, any change regarding mail in ballots must be initiated within the state, either by legislature or the voters.

The Democrats do push for expanded access to voting. The issue is the other guys, who are a majority in the house and prevent a supermajority in the senate, do not.
