I found out the PS3 controller ONLY charges when the PS3 console is on.

Do you ever feel like the PS3 was kind of not a very well-designed console?

PS3 had quite a few weird issues like this. It felt like they got overconfident after PS2 and just spent the entire generation playing catch up to Xbox 360.

Trophies were tacked on in a later update and never felt smooth even at the end of the lifecycle.
Cloud saves were poorly implemented and behind the PSN paywall.
No way to change your username without losing all your digital purchases
Backwards compatibility that they gave up on after like 1 year
Removal of vibration from the initial release controllers (sixaxis)

Ya for sure at least the fat ps3s. I've had 2 ps3s breaks. 1 ylod(80gb fat) and the other stopped reading dual layer disks (60 gb fat).

They are repairable tho yeah. But they broke within like 3-5ish years. Maybe just bad luck

I remember thinking my PS3 controller was broken and asking for help on Game Eff Ay Kews.

One of the replies was, "Is the PS3 on, bro?"

And I felt like an uncooked biscuit.

I use my desktop to charge it.

Someone told me you can buy charging docks for your PS3 controller.

It's really obnoxious, but I dunno if it was just en element of figuring out wireless controllers or the ps3 was uniquely bad at that as I didn't have other consoles of the gen.

Skill issue

At the time, it wasn't completely ridiculous, since that's how most computers worked. Many (non-Apple) phones used the same Mini USB connector, so there were often chargers handy.

I. also bough 2 broken controllers simply for their OEM battery.

No in game console menu was the most glaring issue I remember. Having to exit a game to respond to a message was terrible.
