He doesn't even decide really. He just starts treating someone he would otherwise hate better, but given his future insensitive comments and prior self defense mechanism of blaming others for his shortcomings, it is very clear he is still likely a racist.

Wakka gets his views and beliefs questioned incrementally throughout the entire game, and gradually has to unlearn his prejudices. It's a process.

People who call projection first sometimes are hiding their own projection. I gave legitimate reasons why it can be seen that you are projecting. You have not.

To clarify, the lifelong racist in FFX is that way because of a religion that controls basically the whole word and deems the target race to be evil. Said race do do things that are incompatible with the religion's values (as they are basically the one group in that world who do not follow the religion in question), but the things in question are not harmful. He overcomes it as part of seeing through the religion's brainwashing, so very likely has made a genuine change.
