I heard Q2's leveling system really encourages you to only level a few characters. Such a shame since you have such a huge cast of party members. Large party games really should encourage you to be able to use everyone, not just specialize in a few members.

You get a handful of items that'll bring a party member up to the player's average level. Not better than just having bench exp, but it's something.

Pretty much all the persona spin offs have absolute bangers on par with the main series. Q2 and Strikers have some sick jams.
