Basically a constitutional amendment was championed by Senator Birch Bayh (you may know him as the father of sentient lump of clay Senator Evan Bayh) after the 1968 election which would have scrapped the electoral college and made all future presidential elections operate under the rules of a two-round run off similar to France.
The amendment had the support of Nixon, 3/4ths of congress, and (supposedly) most states. It died when it was filibustered in the senate by segregationists. --- Not removing this until Mega Man 64 is released on the Wii Virtual Console. I'm a big Birch Bayh fan (his name alone carried his braindead son to multiple statewide wins), but yeah... the Senate shooting it down means it didn't come close to passing.
