It's because the answer has no more to do with the old radio/TV show than the TV show Perfect Strangers has to do with the idea of "perfect strangers" being a phrase to refer to people who have never meant. The saying existed before then and is just a fairly archaic idiom popular at the turn of the last century that means to live a privileged life. It may or may not be derived from an old song.

I hear you mate. I worked those shifts for 6 years, 10pm starts with a 7am finish. After that I went to a rotating roster for 4 years which consisted of either day shift (7am to 4pm), afternoon shift (3pm to 12am) or night shift (10pm to 7am), usually all within a two week period. I much preferred the straight night shift over the rotating roster.

Two tips on solving it.

1. In a two part clue, the second part is almost always the clue that says "See [other clue]."

2. In a standard two part clue where it's part of a phrase, the clue is typically "With [other clue.]" This one is very oddly worded as "When read in relation to."

In summary, odd wordings matter.
