Reminds me of some people across the parking lot at my dad's condo where one guy repeatedly tried to pick fights with people in his group loudly and full of slurs. Called the cops but they dispersed before anyone showed up. Had a neighbor that broke our wood fence and then wouldn't fix it or give us money to fix it. Was just an utter ass about the whole thing. He literally acted offended when we asked.

I'm 47 and from the earliest memories of a kid and moving to various places all the way up through adulthood and I have been at my current house for 19 years now I haven't had a single bad interaction with a neighbor.
But I live in the Midwest in farm country in a tiny little town of less than 1,000 people. The kind of place where you know peoples parents, their grandparents, their siblings, their kids. In the freshman dorms in college, I had a neighbor that played I will always love you by Whitney Houston as loud as he could over and over again during fall semester for weeks.
