They set it up to fail by both pitting it against Super Mario Bros Wonder, and the fact that it was a full price game when Mania was a fraction of that.

it came out at the wrong time when Spider Man 2 released along with Mario Wonder

Releasing it alongside Mario Wonder was actually a really good idea on paper (though I'm sure it was accidental).
With the game being a return to the 2D style, they could have doubled down on the nostalgia by saying "not only is this a return to the style of Sonic from your childhood, this is a return of the rivalry of your childhood." They could have absolutely blitzed the "Mario Vs Sonic, which side are you on?" 90s vibe in the marketing and cleared up.
