Where I live in rural damn near middle of nowhere south carolina? Many people wouldn't even be able to hold a job if they could drive themselves to it. And if you absolutely needed to use a phone for something, you could easily borrow one. Commuting to and from work every day already eats up a ton of my time. Exactly this. In my area of the Midwest in the middle of cornfields everywhere in my heavy agricultural farming state driving is an absolute must. You have to have a vehicle in some areas. But in the military I had friends from NYC that grew up and never even got a license. Their public transit was so good they didnt need cars or to even know how to drive.
