IIRC he refused to greenlight a Clint Eastwood pet project because he didn't understand why the studio felt like they owed some old dude anything. If he doesn't outright hate movies in general, then he's profoundly ignorant of movie culture.

Essentially if you invest in something and that investment is a failure, you can get a tax credit for it. Not just with complete zero dollar failures, either, but with anything. You get more for zero dollar failures though. The only way to make sure it actually generates zero dollars though is to delete it entirely.

Thats not how it works. Once a film is released it can generate income for any extended amount of time. They cant cap it at 10 million so they csnt make that determination.

This is probably why the write off dictates that it is destroyed because the write off only works if they make zero money from it.

Releasing a high budget movie is always a massive risk and the uncertainty is scarier than just getting a short term benefit of a tax write off. I understand why Zaslav is doing what he is doing, but there's a reason financial advisors shouldn't be CEO's, because we are terrible when it comes to PR.
