Lanturn hit all of my criteria for a winning mon:

Top half of the gen's popularity, but not "popular"
Nobody would describe it as "forgettable" but it's in the blind spot
Not "ugly"
Not "cutesy" or "for girls"
Not a legendary
Not a known competitive mainstay or otherwise strong mon
Isn't crap to use in-game
Not part of a known meme
Doesn't have any kind of "reputation" or any other reason why it would trigger annoyance/disgust/hatred
Bonus points for cool typing

Cubone fit most of this criteria too except the typing thing

I dislike Lanturn, would have been my pick to kill if Larvitar was dead. Cubone was also one I was considering killing third yesterday, but I forgot to ever actually come back more than an hour after my second kill. Oh well.

They nailed Chinchou+Lanturn so well that they've never felt the need to make another Electric/Water line (sorry Rotom-Wash you're not a line)

Eh, I think Lanturn was pretty bad in-game. But it was that same level of mediocre that most Johto Pokemon are, so it just didn't stand out as much.

This was screwed when Xatu was the 4th out

You cannot possibly apply a standard of 'bad' to Lanturn that doesn't apply to all but about 5 Pokemon you can reasonably catch in the game - like what aside from Espeon would even be 'not bad' in your estimation at that point

Lanturn is one of the best Gen 2 Pokemon, great winner

I like Lanturn. They're chunky and have a cool typing.

Lanturn is an ok choice. I'll never be excited about an anglerfish Pokemon that looks goofy, but it's far from the worst in this gen. Nice to see one of the Pokemon I really like turn up in second though.

Most Johto Pokemon are bad! That's why most of them have gotten an evolution since then. I really don't know what they were thinking with those stat spreads.

Also Lanturn is just fine in the Johto games, and I solo'd Lance with mine in HG. Surf+Thunderbolt+Ice Beam, woohoo!

It was worse in GSC where you couldn't get Thunderbolt and Ice Beam at all (or not until after Lance in Crystal), so you had to run Surf and Spark, and Spark isn't great on something with 76 base Special Attack.

60 base power off of 76 special attack is more than enough for extremely meager purposes

Lantern is good.

Xatu losing immediately is awful, but at least Natu made up for it.
