Don't know it just has its own rules. But stuff that happens off base can get prosecuted on bas as well. When people screw up overseas they face both local laws and military laws. For example sometimes they will serve time in a Korean prison then when they are released to the military they face punishment from the UCMJ.

Those types of cases are generally pretty bad so yeah I do. The agreement for the bases being in their country is the troops have to follow the countries laws when off base.

Kinda rare those cases happen though? Isn't the punishment for those cases usually more lenient than if all in the u.s. and civilian court

Due to rapid changes in certain fields, it's not uncommon that credits can "expire" after a period of time. More general credits, not so much.
It's less about the school per se, as much as the actual field of study.

General knowledge(core) stuff is just that, general knowledge. Credits in fields of study like Science, Tech, Engineering, etc. are more likely to expire within 10 years due to how much can change in that period of time.
