But I see some people preferring she/they and in that case, when is it appropriate to use she and when is it appropriate to use they?

Exactly the way you would use she or her if their pronouns were she/her.

Generally it means they identify as both female and non-binary, but pronouns are a personal thing.

Going out on a limb here, but it's probably best to ask for clarification politely and respectfully from the person using those pronouns.

Otherwise, just assume they're femme presenting NB and refer to them as "they/them" to err on the side of caution.

Generally speaking, it most often means they are fine with either she/her or they/them.

But it usually doesnt hurt to ask, as some people are either genderfluid, or have specific circumstances where one is preferred over the other.
