I'm betting this will be a landslide in favor of Winchester. Frank Burns just had no redeeming qualities so he came off more as a parody than an actual person. Winchester had his issues, but his relationship ends up being more of an Odd Couple scenario rather than being truly adversarial and he is given some redeeming moments to make him seem more human.

Frank had one single humanizing moment, when he was on the phone with his mother and mentioned that "a friend" (Margaret) had "just pretended to like me. You know, the way Dad used to."

Frank Burns eats worms!

The show was at its funniest when it was Frank Burns, Colonel Blake, and Trapper John.

Probably one of the funniest scenes is the one where Trapper and Hawkeye steal Blake's antique desk by knocking down the back wall of Blake's office, and Burns and Blake enter the office and Burns just stands there staring at the missing wall, while Blake only notices his desk is gone. Blake finally notices the wall has been knocked down and they walk outside just in time to see the desk flying off under a chopper and they both just stand there dumbfounded.
