It's probably oil. PB is suppose to separate a bit over time. There's usually a bunch of binders to keep that from happening in the more processed stuff.

This. Oil on the top is a sign that it's the good shit. Just mix the damn thing up thoroughly, then give it a brief mix with the knife every time you make a sandwich, and you're good to go.

Guess inmates get good shit. Like I'm not positive its oil separating but peanut butter comes in like condiment packs and left sitting long enough it gets hard but if you knead it for a minute it goes back to being creamy.
