She committed genocide against a peaceful species by invading their homeland and killing as many of them as she could using black mages. Then she targeted where they fled by using magic to destroy its barrier and invaded again using soldiers and black mages until she decided to use an eidolon that she extracted from her daughter to kill the remaining survivors.

Kuja destroyed a planet in that same game.

Kefka became a god while destroying the world around him and has gone full nihilist by the time the heroes encounter him again, just saying.

In FF16, Ultima seeds a planet with life with the express purpose of destroying it eons later.

Which is kinda fucked up.

Brahne was under mind control, or was at least manipulated.

Yevon created a fake religion and sacrificed their own people to stay in power.

Kefka destroyed the world because he felt like it.

Ultima (ff16) created a race of people, fell asleep, realized they were kind of not what he wanted anymore, killed them, did it again. He then took on the guise of a small child and manipulated his mother/queeninto starting wars.

Garland tried to knock you all down.

ExDeath is more generic "entity of evil" kind of thing. Not a guy, a thing (considering tree and all).

FFXIV literally has some of the most twisted sadistic people in the series (I don't say villains since some of them are arguably misguided and have their own "justifiable reasons".)

• The Ascians, Emet Selch, Lahabrea, Elidibus ect ect. committing genocides of various worlds over and over, billions and billions of people in order to get their own world back.
• The Allagans. Did some of the most insane, torturous and unethical experiments to many creatures and beings, one being enslaving dragonkind and Bahamut into a never ending torture, whilst siphoning their energies throughout time, which resulting in driving Bahamut crazy and turning him into a shadow of his former self.
• Valens van Varro. Literally committing child slavery and torturing them, forcing them to off one-another if they are disobedient. Treating them like playthings whilst experimenting them into giant mechs and forcing them to "fuse" in their cores. He literally promised a family their salvation whilst they had to watch their father go through this. Only to go back on his promise and forced the mother and children to do the same thing. This even disgusted his own soldiers.
• The Garleans. Basically following in the Allagans footsteps, experimenting on people and fusing them in technology, whilst creating biological horrors in order to win a war they are so hell bent on winning against Eorzea. Enslaving Ala Mhigo and treating them like second class citizens, and also comitting genocides against other nations like Doma and Dalmasca.
• Athena. Experimented on her own son and let loose Pandaemonium, a facility which experimented on beings. Tried to become God by fucking up her husband and childs lives and is a literal psycho who attempted to destroy the aetherial sea (the actual afterlife)

I can keep going with characters like Zenos who genocided his own people for a fight he wanted with the Warrior of Light, or Yotsuyu who enslaved her own people for a grudge, but I'd be here writing all day.

With Kefka, you kould make a kase for mental health. He wasn't really an insane klown before his magic infusions went wrong.

Nearly everyone else were in their right mind when they made the choice to do their evil shit.

I don't remember if the game states how in control of her actions Brahne was. Kuja claims that she already had in her the lust for power and control and he just pushed her into acting on her dark desires. Yet it's not like we can trust what Kuja says now can we.

If she is to blame for her actions how she treats her own daughter (even if not by blood) is just gross. That is the thing that really gets me to hate her, the way she treats her daughter like tool to be used and disposed of.

Yotsuyu in FFXIV also forced a villager to kill another villager to spare his parents. He shot and killed him, then she told him to kill his own parents. He refused, so he was then murdered in front of his parents.

I didn't think Kuja was even part of the picture back when Brahne was sending out Beatrix to massacre thousands of people at a time. A major plot point of the game is that Beatrix is upset that Brahne started to employ the mages instead of good old fashioned knights & swords.

I dont like XIV, but I think it wins. There are numerous villains worse in that game.
