Obviously this isn't about the actually popular Pokemon like Pikachu, the starters, Eevee and lutions, or the psuedo legends, the legends, etc. This is about the random ass Pokes that are more popular than ppl realize. Maybe even forget Gen 1 Pokemon. Gen 2 is where you can start getting pretty obscure. B4 the evo, Stantler was a bit of a nobody, but Sneasel was probably decently popular b4 Weavile But ain't nobody buying a Makuhita plush. We have the obvious ones like Pikachu, starters, Guardevoir and Lucario, the Eevees, Gengar, legendary and mythics and so on, but when are we drawing the line? Is Dragonite "obviously popular", and Ninetails "surprisingly popular"? Are they actually selling stuff? And that's just Gen 1, there are other examples for other gens too. I feel most most Gen 1 Pokemon sells decent merch. I can see Pumpkaboo being popular though, especially around Halloween.
