Assuming the courier didn't get involved.

1. The ncr is spread out too thin. They couldn't even deal with fiends near McCarran and their president is killed without the courier.
2. House doesn't have the chip.
3. Benny can't activate the securitron army anyways. It's below a legion camp.

So the legion who brought most of their army would have destroyed the NCR at hoover dam right.

Caesar's death via brain tumor is imminent without the Courier's involvement, so like Murph said the Legion's victory would be short-lived even if they did succeed.

Sure but the NCR would have been routed out at Vegas.

Maybe in a few decades the NCR recovers.

Yeah, as already mentioned, Caesar's death will end up screwing the Legion. It will either split like the Empire of old, or be splintered into various warring factions. Maybe NV becomes the capital of the Western Legion. If House somehow survives, he probably gets back control in the end even if it takes decades. Even if Caesar gets the surgery in time, he still has to die someday. Seems like both major factions are inevitably doomed.

Then again, maybe NCR could eke out a win out of sure luck. They also probably have better tactics, more men, and are more armed.

Even if Caesar dies the battle of Hoover Dam happens with Lanius leading.

Not the long term.
The game said he was a capable commander but not an administrator like Caesar.

Granted, the game accounts for this because the game still needs to happen, but you're introducing the hypothetical removal of the Courier as a factor, which causes all sorts of unforeseen consequences. At the very least the Courier is a major accelerating factor for the 2nd Battle of Hoover Dam, so it's safe to assume that things would move on a slower timeframe without their involvement. It's stated more than once that Lanius loves Caesar but hates his Legion, so if Caesar dies or becomes incapable of leading before the Legion is ready to mount their offensive, it's no guarantee that Lanius would be able to lead effectively or even be motivated to lead without Caesar's guidance.

Yes, The Legion would win the second battle of hoover dam if courier is not involved. Many people in the game point this out and the reasons why if you listen to the dialogue. Only people who pretend otherwise are the blind NCR commanders. Without Courier the NCR would have million different problems at their hands all over and would have to spread incredibly thin for all of them meaning soldiers at the dam would get outmanned heavily.

Of course, like others have pointed out, once the dam gets taken and NCR runs, Caesar would die soon and Legion would crumble in in-fighting afterwards.
