It involves maths I can't be arsed to properly type here, as well as a graph or two, but the basic gist is that it's down to a combination of relatively and the lack of a resting mass.

Time dilates and space contracts due to relative motion and the degree depends on velocity. At the the speed of light, you reach the maximum amount that spacetime can be altered relative to an observer. Because mass can likened as an ability to resist change in velocity and as light has no mass, it is automatically produced at the maximum speed allowed by relativity. Gravitational waves seem to have a similar behaviour.

But like sound it travels at different speeds. Gravitational forces like in and around a black hole even light cant escape. So things like it traveling through air, water, refractional things like diamonds etc. slow its speed.

In order for the speed of anything to slow or alter something else has to facilitate the change. Sound waves travel faster in water because water molecules are closer together than air and can spread the vibration faster, so the speed of sound in water is faster than the speed of sound in air.

Now, typically for a thing to slow in speed it requires friction to pull energy from the moving object into the other object. This can be a physical object or it can be an outside force like gravity. Now gravity is a fun thing to mess with since it affects everything. Light, while largely regarded as massless, is still affected by gravity as seen by gravitational lensing around black holes.

All in all while relativity and adjacent theories can explain a lot about how space and light interact with each other, it doesnt do a good job of explaining what light actually IS. In many theories something that's massless can't be affected by gravity due to not having mass, and at the same time it is. Soooo, still working on that part.

Yeah light is fastest in the vaccum if space. Sound does travel in space as well but we cant detect it. There are still alot of mysteries.

Neither. "Speed of light" is a misnomer. It's just a more tangible image for something that's harder to understand. What the so-called "universal speed limit" (which I would also call a misnomer) is actually a statement about is the idea that causality depends on space as well as time. That is to say, for one event to affect another, it has to not only come first temporally but also be close enough spacially that the cause can propagate at this speed.

For this reason, I have always preferred the term "gradient of causality."

Is the speed of light how fast light can go?
No. Light actually travels at a variety of speeds based on what medium it passes through. In a total vacuum, light was presumably travel at the gradient of causality simply because, as our friend Zeno noted, it has to travel to one point before it can reach the next.

You could argue that it's arbitrary, but only by arguing all the constants of the universe are. It was calculated, rather than observed, as the inverse square root product of permeability of space and permittivity of free space. Essentially, the model of causality needing to propagate over space and the rate at which it does is a consequence of observations of the electric and magnetic properties of space. Eventually what this boils down to is an application of Maxwell's equations.

Light just goes the speed of light. It's not limited by anything. In order to accelerate you need a force to push you. Because nothing goes faster than light there's nothing that can reach light to push it faster.
