The current owner of Portsmouth is Michael Eisner who used to be Disney CEO. Apparently KH was years into development and had never officially been green lit by the higher ups. Many many doubts that it would actually get binned. But Eisner gave it the green light at the end of the day.

Eisner doesn't have the best reputation now, but Disney would be a very different company (or dead) if not because of him.
