The level and intensity of their practice invasion drills is just as high as Russia putting their invasion force on the border of Ukraine while telling everyone they had no intention of invading. And while you can argue doing so isn't in China's best economic interest, "the party" is more interested in control and legacy, and the fact that the original Chinese government is still right there being a successful independent nation right in front of them is eventually a reality too harsh for them to tolerate.
