Yes and no. Sure people did dumb things before and often at the urging of their friend groups. But now that group urging you is immensely larger and aren't your friends. This is an extension of the first wave of reality TV and people embarrassing themselves to be famous. The level of accepted stupidity and anti-social activities are definitely larger than it was in the past, but they weren't smarter they just didn't have a system to encourage them to be even dumber.

Not really, all you'd need to do is compare the average IQ, and academic performance of people over the decades to notice the gradual decline of it overtime.

I think I saw a clip of this kid once, where he walks past an outdoor dining area of a restaurant and just picked up food off a woman's plate and eats it and continues walking. But then the woman chases after him and he just laughs at her
