I felt like you did on my first watch through, but on my rewatch I noticed early Bashir is basically the only major character who wants to be at DS9, so he adds a contrast to an otherwise heavily burdened cast. His naivety and enthusiasm also make him the perfect foil to Garak for whom it wouldn't make much sense for other characters to hang with.
