And if the punishment that awaited capture was lifelong torture, you can bet you'd see significantly more killing themselves instead of allowing themselves to be captured. Everyone committing a mass shooting is already going in expecting to ruin their lives by doing so. There's nothing you can really do to attach a discouraging punishment to it when suicide will always be a viable way out for them. --- This is my signature.
