I don't think I've ever seen that format anywhere else. Cutting away from the primary plot for a completely unrelated joke. I've seen people parody Family Guy in this way after the fact, but never another actual televised show.

Honestly, I don't have a problem with it. I think it works well for the show when you consider it a sketch comedy.

I kind of wish more comedy anime would rake a few cues from western animated comedies. Like that, and having no continuity (shows like Aqua Teen Hunger Force where characters can and will die but everything is back to normal in the next episode).

Monty Python would occasionally cut away to something else in the middle of a sketch, then cut back to the original sketch.

Because it was generally pretty surrealist, there was about a 50/50 chance in any given instance whether or not the people in the sketch would be aware of the cutaway happening or not.

Damn, now that you mention it, Nichijou is kind of like this. In a way, I've felt it was like a Japanese Family Circus with the way they do cutaway puns
