Why would someone assume it's pure water, when PSYduck, used psychic in battle, and the Pokedex tells you it's psychic? It'd be like a Pokemon named Torchwood, which is a flaming tree, born out of a forest fire, that attacks by throwing flaming logs, and the Pokedex describes as spreading fire where it travels. All ghosts were part poison which made them weak to psychics. Ghost type attacks weren't super effective against psychic.
