Yeah he does. He hates Al immediately, and shortly conspires to defeat him. I'm not convinced it's a joke either, for the same reason. This is not a dumb character. He's one who is ultimately outwitted (I might actually argue he simply didn't know as much as Aladdin did rather than being technically outsmarted) but he's a pretty cunning dude.

He's literally the Disney Lex Luthor.

So like, maybe he's trying to mess with Aladdin's head to make him THINK he doesn't take him seriously and by extension he shouldn't take himself seriously.

He's insulting him by saying his fake name wrong?

Or some suits thought he was too scary and wanted them to write him a funny bit to make him a bit less so.

He just doesn't care enough to get the name right, only that he gets it close enough that other people know who he's talking about when he gives the order to have him bound, gagged, and chucked into the sea so that the Prince ceases to be an unwitting threat to Jafar's plan to usurp the Sultan.

You are reading too much into it.

It is an old comedy bit about disdain for someone. You say their name wrong out of disrespect or disinterest.
