Florida is weird this way. In Illinois driver licenses are issued based on proof of age and driver tests and vision test.

Florida says only1% lack real id but unofficial numbers say 29% of people living in Florida drive without a license.

If the only thing he did wrong was drive without a license then

Sure, but this guy specifically was driving without a license because he got his taken away after getting four separate moving violations in a 1.5 year span and then not paying the fine. And then the 5th time is the one mentioned in OP

No one deserves that cruelty. You don't have to go around saving kids to earn an exemption.
