I remember a game a long time ago that was about running a cartoon mob. You didn't really build so much as capture, though you could buy abandoned districts and put up new buildings. Herzog Zwei, released on the Mega Drive, and later on the Switch as part of the Sega Ages releases, was basically one of the games that influenced the genre. Two sides each have one primary base in a corner of the map, and smaller bases are spread across the map.
