The Shah was just straight-up deluded from what the common Iranian thought of him and failed to see how his multi-million dollar party in the desert for foreign leaders and figures of royalty to celebrate the anniversary of the Persian empire would rankle Iranians, most of whom were not allowed at their own country's event.
