If Newsom's social media in the OP is correct, it's the other way around -- firing missiles from ships to land somewhere in CA, presumably in a suitable part of a military base for that.

In other words, Trump would be bombing CA without "really" bombing CA, which would be perfectly in character for this piece of shit.
