Cyclops' inability to control his power isn't an inherent thing. If Rogue took it, she'd be able to turn them on and off. The reason he can't do it is because he was in a plane crash as a kid and suffered brain damage.

At this point Cyclops purposefully keeps his powers broken. He has had plenty of opportunities to do so, especially with the Resurrection Protocol, he just doesnt actually want them fixed.
